The Bill Blackwood Law Enforcement Management Institute of Texas (LEMIT) is the largest and most sophisticated statewide preparation program for police management in the United States.  LEMIT provides training to develop the administrative, analytical, and executive skills of current and future Texas law enforcement officials at no cost to either the participant or his/her agency. LEMIT offers additional training through the Office of Law Enforcement Training (OLET), which provides (for a fee) courses on specific areas of law enforcement to any peace officer in the state of Texas, as well as to un-sworn personnel who may benefit from the training.  LEMIT also houses Incident Command Simulation Training (INCOSIT)— a state-of-the-art training facility that offers specialized crisis management training to stakeholders from various administrative entities at tribal, local, state and national levels.

The Correctional Management Institute of Texas (CMIT) delivers professional development training programs to personnel in juvenile and adult institutional and community corrections agencies.  CMIT has trained over 85,000 corrections professionals in topics ranging from juvenile detention and sex offender management to leadership ethics and crisis negotiation.  CMIT also provides technical assistance to criminal justice agencies and serves as a host to a number of conferences, training initiatives, and meetings of agencies and professional organizations.

The Drug Evaluation and Classification Program (DECP), funded through a grant from the Texas Department of Transportation (TxDOT), aims to save lives, prevent injuries, and reduce traffic-related health care and other economic costs by training and certifying Texas law enforcement officers as Drug Recognition Experts (DREs).  Officers who undergo DRE training become skilled in detecting and identifying persons under the influence of drugs and in identifying the category or categories of drugs causing the impairment. 

The International Law Enforcement Academy—Roswell (ILEA-R) is a collaborative effort between the U.S. Department of State, New Mexico Institute of Mining and Technology, Science Applications International Corporation, Eastern New Mexico University-Roswell, and Sam Houston State University’s College of Criminal Justice (which provides between 60 and 70 percent of instruction). ILEA provides advanced criminal justice management instruction to mid- to senior-level law enforcement officials from around the world, exposing them to American society and institutions and striving to enhance the ability of experienced law enforcement officials to combat crime in their respective countries and encourage bilateral and regional cooperation in combating international crime.

The Texas Regional Center for Policing Innovation (TRCPI) aims to foster police-community partnerships that can lead to innovative methods of reducing crime and improving neighborhood safety.  TRCPI provides training and community-policing materials to criminal justice agencies and community groups throughout the state and also provides technical assistance to a number of organizations, agencies, community groups, and other Regional Centers for Policing Innovation.
