Please join a distinguished group of scholars as we spend two weeks studying the criminal justice system in Russia in the summer of 2006. Russia is the largest country in the world, rich in both history and culture. The two week visit will combine study, sightseeing and social interaction with Russian criminal justice students, practitioners and scholars. The student delegation will visit three of Russia's largest cities: Moscow, St. Petersburg and Vladimir.
Moscow has been witness to many famous and tragic events: Ivan the Terrible killed all the nobility in the country, Stalin sent millions to concentration camps, and Gorbachev launched Perestroika. While in Moscow the group will tour Red Square, the Kremlin, Gorky Park and other historic sites. The group will also visit several criminal justice facilities, including the Russian Federal Counter-Terrorism Administration, district police stations and police training academies.
The city of Vladimir is the former capital of Russia and is home to the Assumption Cathedral (1161); the Golden Gates (1164) and several ancient monasteries. You will be the guests of the Vladimir Juridical Institute, which is a training academy for correctional personnel. The organized study sessions at the Institute will focus on issues of organized crime and prison subculture. Night rides with local police will provide you an opportunity to gain an understanding of the unique legal framework of the Russian criminal code.
The city of Saint Petersburg was founded in 1703 by Peter the Great and is a world class center for the arts. This magnificent city is the birthplace of Russian poetry, music and ballet. Located on the Baltic Sea, St. Petersburg is home to royal palaces, theaters and museums, including the Hermitage. While in St. Petersburg you will stay and study at the Police University, which is the largest university of its kind with 35,000 students. While there you will be provided unlimited opportunities to discuss criminal justice issues with Russian students and faculty. Organized study sessions will include such topics as: the history of the Russian political and legal system; criminal law and criminal jurisdiction, the Russian penitentiary system, and contemporary issues, such as, organized crime, terrorism, and domestic violence. The group will also tour the St. Petersburg Police Department, and one of Russia's largest jail facilities.
This international study program will provide you with access to Russian facilities and officials that very few are privileged to experience. Your guides and facilitators will be Dr. Thomas J. Jurkanin, and Colonel Vladimir Sergevnin (ret.), formerly of the Russian State Police. Dr. Sergevnin was born and raised in Russia and still maintains close relationships with many top level officials in Russian law enforcement.
